How To Downgrade iOS 9.3.1 To iOS 9.2.1

Firstly, you just need to download iOS 9.2.1 ipsw firmware to your desktop. You may be windows user or mac user. It is not a problem. You can choose any ipsw firmware to any operating system. You can go to the below link and you can download ipsw firmware easily. Firstly, go in to that ipsw firmware site and please select your iDevice and then iOS downgrade version and download it. And after that again you just need to download latest iTune application for your PC. Please go to the below download iTunes and download latest version.

Then connect your iOS 9.3.1 iDevice to your PC via USB cable. Keep in mind you just need to sign out from iCould and turn off passcode. And open iTunes on your PC. After few seconds iTunes will detect your device. And if you are a windows user you just need to click on restore iPhone button with shift button. And same as again if you are a mac user you just need to click restore iPhone with option button. And after that you will receive another windows to select downgrade firmware.
